The folder is badly set as locale\sr\lc_messages for turkish localization files. It should be locale\tr\lc\messages.

This is not a NVDA bug.
We do correctly have locale\tr folder for the turkish locale.
We also have locale\sr folder but that's for serbian locale.
There is a bug in windows which causes sr language identifier to always expand to the system default locale name rather than serbian.
So what you are seeing in your system is that you have two entries turkish (sr) and also turkish (tr).
Upon setting your language to turkish (sr) you will receive serbian language interface.
