I discovered the problem when trying to create a gestures.ini file.
NVDA is able to find localisation files in a directory called locale\fr, but searches the gestures.ini file in a directory called locale\fr_fr.
If you rename locale\fr locale\fr_fr, all works fine.
On another end, this would make sense sicne you could also have fr_ca (fro canadian french) or fr_be (for belgium) etc.

I was a bit optimistic with my change suggestion!
It happens that, when renaming fr to fr_fr, al the localisation files are correctly found except wxstd.mo and the OK/Cancel buttons in the dialogs are nomore translated.
So, instead of renaming fr to fr_fr it would probably be better to make NVDA able to find gestures.ini in the fr directory.

Note this was only happening when the language was set to Windows and it resolves to french, slovak or any other where we haven't specified country abbreviation in the directory name.
Changes:
Changed title from "Directory locale\fr should be renamed locale\fr_fr" to "Locale specific gesture map can't be loaded for some languages"
