Please provide a sample pdf and information on what text is highlighted. I don't think Reader communicates this information to screen readers, in which case we'll need to report this to Adobe.

The highlighted text is in the paragraph that begins with “The electromagnetic spectrum is a continuum of waves that ranges…” The following is highlighted: “a continuum of waves that ranges from short, high-energy X-rays and gamma rays to long, low-energy radio waves.”

Reader has a PDDOM_FONTATTR_LIGHT flag which can be exposed from font info. I'm guessing this is for highlighting. However, it isn't exposed for the piece of text you mention.
Are you certain this document exposes highlight correctly, etc.?
The original author of this ticket did not respond to @jcsteh's #2176 (comment) and we have no available means of contacting him. Time to close? @ehollig
If this is still the case with the latest version of Adobe Reader, please create a new ticket or provide an example document demonstrating the issue. Closing

If a phrase, sentence, word, and/or character is highlighted, NVDA
should be able to:
sounds the presence or change in highlight and no-highlight
that text is highlighted.
