Are you certain there's actually a progress bar for page loads? Firefox and Chrome, for example, no longer have a traditional progress bar for page loads, since it's not accurate anyway. Instead, they have an indicator, but it doesn't indicate any particular point of progress.
Since IE 9 is fading into obscurity, the original author of this ticket did not respond to #2178 (comment), and we have no means of contacting him/her, I suggest closing. @ehollig
Actually, Microsoft removed the progress bar when they rebuild IE9. If this is referring to IE 8 and XP, it is very unlikely that this issue will be fixed. Closing as wontfix
