Automatically report Windows 8.1 start screen search suggestions #3322

In Windows 8.1 the Search functionality on the start screen has changed. It is no longer possible to move focus to the suggestions, rather the selected suggestion changes when using the up and down arrow keys in the search field.
NVDA should automatically report a suggestion when it becomes selected.

Hi,
We have a variation of this issue (#5049). should we create a new UIA API level object to handle both Windows 8.1 and 10 or let them live their separate lives in separate app modules (explorer for Windows 8.1, searchui for Windows 10)?
