In html5, when website contains header html tag, NVDA announces "banner landmark", but this landmark is connecting with head of the page.

There is no header landmark. If the header is at the top of the page, it is considered to be site-oriented (not page-specific or section-specific), so Firefox maps it to the banner landmark, which is intended for this purpose. If you can provide a good reason as to why banner doesn't fit for your case, it might be something to discuss with Mozilla.
