Excel: NVDA+F incorrectly announces the text as underlined when text is not actually underlined. #3669

On pressing NVDA +F, NVDA incorrectly announces the data as underlined, when data is not actually underlined.

Steps:

  1. Open an Excel sheet.
  2. Press NVDA+ F on some text which is not underlined.
  3. NVDA announces the info and announces the text as underlined though the text is not underlined.

Microsoft Excel: only report truely underlined cells as underlined in formatting information.

Unlike other properties in the Excel font object, underline returns constants, its not a boolean.
Fixes #3669
