Difficulty navigating between paragraphs in the CKEditor WYSIWYG editor #4026

When using the CKEditor web editor as part of a CMS (such as wordpress, joomla, etc), NVDA has difficulty navigating between paragraphs.
When attempting to use the arrow keys to navigate a document with multiple paragraphs, headings, etc, when the end of a particular paragraph is reached NVDA appears to have difficulty locating the next paragraph - speech freezes, and it takes multiple presses of the arrow keys to land in the paragraph and cause NVDA to resume reading.

What browser are you using? If Firefox, this is probably largely #1668, but could be due to Mozilla bugs as well.

Browsers used are Firefox, chrome, and IE

Note that NVDA doesn't change the behaviour of the arrow keys, so if it's taking multiple presses to move the cursor, this is an issue with the editor.

With NVDA disabled using other screenreaders, arrow navigation seems to work fine.
