Steps to reproduce
Visit http://nationalscienceconcours.com/
Note: I am using the latest stable version of Mozilla Firefox here while testing and reproducing this.
Press Ctrl + Home to go the beginning of the webpage.
Press k and listen to all the links present on the webpage until you reach the last one.
Press Ctrl + Home again.
Now open the Elements List dialog by NVDA + F7.
Note that the 'Whats this' link and perhaps one or two others are not present in the list.

"What is this" only appears when the NSC link is focused; i.e. it is part of a drop down menu. So, when you use Elements List, it's actually not on the page at that time.
