honour aria-atomic on a Mozilla Gecko element when that element itself changes #4794

We had support for aria-atomic in NVDA 2014.3 working quite well. Though when support for aria-live off within a parent live region was supported (#4169) this broke aria-atomic when on the element that itself changed. aria-atomic on ancestors still works fine.
Basic problem of reusing a c++ map when we shouldn't.
