I set NVDA to use the capslock as NVDA Modifier key. But, there is problem with it. The CapsLock alwasy activate automatically. For example, when i'm typing, it will be capitalized. I need to press the CapsLock to turn it off.

The only way this can happen is if you double tap the caps lock by mistake. Double tapping the caps lock passes it through to the application, as documented in the user guide.
